Rachel Lomax's Biography

Rachel Lomax is a leading economist who was a Deputy Governor of the Bank of England and member of its Monetary Policy Committee between 2003 and 2008.

Previously she served as permanent secretary of three government departments – the department for Transport, the DWP and the Welsh Office – and held senior positions at the World Bank and the Cabinet Office. She was for many years a Treasury official, dealing with a wide range of macro economic, monetary and financial issues

Since 2008 she has pursued a portfolio career, largely in the private sector. She is an independent non-executive director on the HSBC global board, where she is a member of the Risk and Audit Committees and chairs the Conduct and Values Committee. She is on also on the boards of Heathrow Airport and Serco. Among her other activities, she is chair of the CityUK/City of London’s International Regulatory Strategy Group, President of the Institute of Fiscal Studies, and a trustee of the Brussels-based think tank, Breugel.
