Jan Rosenow's Biography

Dr. Jan Rosenow is a foremost authority on energy policy, climate strategy and system decarbonisation. In 2025 he became lead of the Energy Programme at Oxford’s Environmental Change Institute and Jackson Senior Research Fellow at Oriel College. He also continues as Senior Associate with Cambridge’s Institute for Sustainability Leadership and affiliate faculty at Sussex, bridging academia, policy and practice.

Across two decades, Jan has shaped climate and energy strategies for governments, regulators and international organisations. He has advised the European Commission, the International Energy Agency, the World Economic Forum and the UK Parliament, and has provided expert testimony across European parliaments. Within RAP (Regulatory Assistance Project) he leads core initiatives in electrification, regulatory reform, gas transition and energy efficiency. He co-hosts the “Watt Matters” podcast, providing thought leadership on evolving energy futures.

His expertise has also been recognised by governments, as he has served as a Special Advisor to the UK House of Commons’ Business, Energy and Industrial Strategy Committee. He frequently provides expert testimony to both the UK Parliament and the European Parliament, and his insights have been featured in major international media outlets including The New York Times, Forbes, the BBC, ARD, El País and The Guardian.

Jan’s research portfolio includes over 100 peer-reviewed publications. Recent works (2024–2025) address industrial electrification, gas grid regulation, clean heat standards and the total cost of heat pump ownership across Europe. His influence extends beyond academia: in 2024 he was named the most-read thought leader on the energy transition, listed among the top 100 global climate influencers and ranked among the top 25 energy and top 15 sustainability voices worldwide. He has been elected a Fellow of the Royal Society of Arts and awarded a Fellowship of the Energy Institute in recognition of his sector leadership.

He holds a Doctorate from the University of Oxford, an MSc from the London School of Economics, and has completed executive training at the University of Cambridge and the Florence School for Regulation.
