Pierre Noël's Biography

Dr. Pierre Noël is a senior advisor in the global energy practice of the Tony Blair Institute (TBI). The practice advises energy ministers in emerging Asia, Africa and the Americas on energy security, power sector strategy and the clean energy transition. His career has spanned academia (Cambridge and Columbia), think-tanks (IFRI, ECFR and IISS) and consultancies (IISS-Consulting, Lantau Group, TBI).

Pierre Noël has worked on energy security policy in Europe, with particular reference to Russia-dependent Central and Eastern European countries. He has specialised in changing natural gas market structures and how they affect policy choices and geopolitical relations.

In the field of energy security, he has also researched and published on the global oil market and Saudi strategy; Ukraine and the Russia-Europe gas relationship; the Russia-China gas relationship; and maritime security and energy trade in the Indo-Pacific.

Since 2013, Dr. Noël has worked extensively on energy and environmental policy strategies in emerging Asia. He has focused on the economic and political drivers of the competition between coal, natural gas and renewables in a context of growing concerns about the local and global environment.
