Caroline Malcolm is a leading global voice on the future of fintech, AI and digital assets, where technology, markets, and regulation collide. With a career spanning government, international organisations, and the tech industry, she has been at the centre of some of the most important debates shaping finance today.

As Vice-President of Global Policy at Chainalysis, Caroline led global engagement with governments and regulators during a period of rapid change in digital assets and data analytics. Before that, she founded both the OECD’s Global Blockchain Policy Centre and the international initiative Tax Inspectors Without Borders, building platforms that bridged innovation, policy, and international cooperation.

Her work explores how AI, tokenisation, and open finance are transforming financial services—and what this means for business models, governance, and regulatory strategy. Drawing on her experience at the intersection of technology and policy, she helps leaders navigate how to deploy new technologies responsibly, anticipate regulatory shifts, and turn compliance into competitive advantage.

Caroline is currently a Strategic Advisor on AI and Digital Assets at the Cambridge Centre for Alternative Finance, part of Judge Business School. A regular lecturer, author, and media commentator, she has spoken to audiences of central bankers, major international events and private dinners.
