Margarida Matos Rosa's Biography

Margarida Matos Rosa is internationally recognized for her transformative leadership in competition policy and financial regulation. As President of the Portuguese Competition Authority from 2016 to 2023, she led the institution’s remarkable rise to become one of the top 8 competition authorities worldwide, up from 40th position when she took office. Her tenure was marked by strengthened enforcement capabilities, innovative policy approaches, and enhanced stakeholder engagement across national and European levels.

A former Managing Director at the Portuguese Securities Market Commission, Matos Rosa brings extensive expertise spanning both public regulation and private financial markets. Her unique perspective has shaped approaches to digital markets regulation, financial supervision, and competitive markets policy. In recognition of her impact, she was appointed Vice-Chair of the International Competition Network (ICN) and elected by her peers to the OECD’s Bureau of the Competition Committee.

Prior to her regulatory career, Matos Rosa established herself as a leader in investment management at BNP Paribas, where she achieved market leadership among foreign investment managers in Portugal. Her career also includes director-level positions at Santander Investment and UBS Bank, providing her with deep insights into capital markets, investment strategies, and financial innovation.

Currently serving at the Board of Princeton’s Graduate Alumni Association, Matos Rosa continues to influence the global policy debate, particularly in economic policy, productivity and AI, and of course competition.

Matos Rosa’s keynotes draw on her leadership roles in both the public and private sectors, bridging regulatory expertise, EU Single Market knowledge, and institutional building experience.
