Jacek Siewiera Keynote Speaker

Jacek Siewiera is a former Secretary of State, Head of National Security Council. From 2022 to 2025, he served as Poland’s National Security Advisor and Head of the National Security Bureau, guiding defence strategy and NATO alignment through the first years of the war being waged on Ukraine by Russia.  Siewiera now helps global audiences confront today’s most complex challenges—through science, operational clarity, and decisive leadership.

A Lieutenant Colonel (ret.), medical doctor, and lawyer, Siewiera blends frontline experience with strategic foresight. He is the founder of defense firm Hybrid Global Strategy.

Decorated with the Knight’s Cross of the Order of Polonia Restituta, the Grand Commander’s Cross of the Order for Merits to Lithuania, the Commander’s Cross of the Order of the White Rose of Finland, and the Illinois Military Medal of Merit, he is a leading voice on hybrid threats, dual-use technologies, and state resilience. He is the author of Futile Therapy: for Medical Doctors and Lawyers, Poland’s first textbook on medical law, and holds multiple EU-protected patents in medical and dual-use innovation.

He founded Central Europe’s first military Hyperbaric Medicine Clinic and established Rescue Center, now the region’s largest civil rescue organisation. His leadership during the COVID‑19 crisis—commanding international medical missions in Lombardy and the U.S.—earned him high-level recognition from American and European partners.
