Chuck Brooks's Biography
Chuck Brooks is a globally recognized thought leader, keynote speaker, and evangelist in cybersecurity. LinkedIn named Chuck one of the “Top 5 Tech People to Follow,” while Thomson Reuters recognized him as a “Top 50 Global Influencer in Risk and Compliance.” IFSEC ranked him the #2 Global Cybersecurity Influencer. He serves as a cybersecurity expert for The Network at The Washington Post, Visiting Editor at Homeland Security Today, and a contributor to Forbes. He has also authored featured pieces for technology and cybersecurity blogs by IBM, AT&T, Cylance, and others.
In government, Chuck has held two senior presidential appointments. Under President George W. Bush, he was appointed as the first Legislative Director of the Science & Technology Directorate at the Department of Homeland Security. He also served as Special Assistant to the Director of the Voice of America under President Reagan. Earlier in his career, he was a senior advisor to the late Senator Arlen Specter, focusing on security and technology policy. At the local level, he also served as an Auxiliary Police Officer in Arlington, Virginia.
In industry, Chuck has held senior executive roles at General Dynamics as Principal Market Growth Strategist for Cyber Systems; at Xerox as Vice President & Client Executive for Homeland Security; at Rapiscan as Vice President of R&D; at SRA International as Vice President of Government Relations; and at Sutherland as Vice President of Marketing and Government Relations.
In academia, Brooks is Adjunct Faculty in Georgetown University’s Applied Intelligence and Cybersecurity graduate programs, where he teaches courses on risk management, homeland security, and cybersecurity. He previously taught a graduate course on homeland security at Johns Hopkins University. He holds an M.A. in International Relations from the University of Chicago, a B.A. in Political Science from DePauw University, and a Certificate in International Law from The Hague Academy of International Law.
In media, Chuck is the featured homeland security contributor for Federal Times, a cybersecurity contributor for High Performance Counsel, and an advisor and contributor to Cognitive World, a leading publication on artificial intelligence. He has published more than 180 articles and blogs on cybersecurity, homeland security, and emerging technologies, and has appeared in Forbes and HuffPost. He has 59,000 followers on LinkedIn and manages over a dozen LinkedIn groups, including the two largest focused on homeland security.
Chuck’s professional affiliations include membership in the August USA Chapter of the EC-Council Global Advisory Board for Threat and Vulnerability Management. EC-Council is the world’s largest body for cybersecurity training and certification. He also serves on the MIT Technology Review Global Advisory Panel, the AFCEA Cybersecurity Committee, and the IEEE Standards Association (IEEE-SA) Virtual and Augmented Reality Working Group.
His additional roles include Subject Matter Expert for the Homeland Defense and Security Information Analysis Center (HDIAC), a DoD-sponsored entity via the Defense Technical Information Center (DTIC). He has delivered cybersecurity briefings at USTRANSCOM, the FBI, and the National Academy of Sciences on topics ranging from transportation threats to life sciences cybersecurity. He also serves on advisory boards for the Center for Advancing Innovation, the Quantum Security Alliance, and is a member of the CyberAvengers, a group promoting sound cyber hygiene. Chuck was recently appointed as a Technology Partner Advisor to the Bill & Melinda Gates Foundation.
Chuck Brooks is a frequent keynote speaker and panelist at international cybersecurity and technology conferences. His speaking engagements span government agencies, industry summits, and academic forums—offering expert insights on cyber threats, digital policy, and national security. Notable appearances include briefings at USTRANSCOM, the FBI, and the National Academy of Sciences, as well as presentations for global organizations focused on defense, innovation, and critical infrastructure protection.
