Andrew Sheng's Biography

Dr. Andrew Sheng is a highly respected commentator on global finance and a former a former central banker and financial regulator.

He is currently Pro-Chancellor of Bristol University and holds distinguished positions at the Asia Global Institute, University of Hong Kong, and the George Town Institute of Open and Advanced Studies, Malaysia.

Sheng has held several advisory roles across major financial institutions in China. He was Chief Adviser to the China Banking and Insurance Regulatory Commission, and a member of the international advisory council of the China Investment Corporation, the China Development Bank, and China Securities Regulatory Commission.

He is one of the Chief Executive’s Council of Advisers for the Government of Hong Kong Special Administrative Region. There he advises the Chief Executive on economic advancement and sustainability. Sheng also holds advisory roles globally at Bank Indonesia Institute, Malaysia International Islamic Financial Centre, and the Commission on Global Economic Transformation, headed by Nobel Laureates Stiglitz and Spence.

Between 1998 and 2005, Andrew Sheng was Chairman of the Securities and Futures Commission of Hong Kong. Before that, he was a central banker with the Hong Kong Monetary Authority and Bank Negara Malaysia. Sheng also worked with the World Bank between 1989 and 1993. From 2003 to 2005, Sheng chaired the Technical Committee of the International Organisation of Securities Commissions (IOSCO) and contributed to international finance discussions.

Sheng holds an honours degree in Economics from Bristol University, supplemented with honorary doctorates and professorships from esteemed universities such as Tsinghua University, Beijing, and the University of Malaya.

Andrew Sheng is the published author of From Asian to Global Financial Crisis and co-edited Shadow Banking in China. He is also a regular contributor to major publications such as Project Syndicate, AsiaNewsNet and leading economic magazines and newspapers in China and Asia.
