Hideo Hayakawa's Biography

Hideo Hayakawa is a distinguished economist and former central banker who offers audiences authoritative insight into monetary policy, financial systems and the forces shaping the global economy. As Executive Advisor of Fujitsu and former Executive Director of the Bank of Japan, he brings an exceptional depth of experience at the intersection of research, policy and business.

Hayakawa graduated from the Economics Department of the University of Tokyo in 1977 and received an M.A. in Economics from the Graduate School of Princeton University in 1985. He joined the Bank of Japan in 1977 and went on to hold a number of senior research-related positions in the Research and Statistics Department and the Institute for Monetary and Economic Studies. From 2001 to 2007, he served as Director General of the Research and Statistics Department, before becoming Executive Director of the Bank of Japan from 2009 to 2013.

Following his central banking career, Hayakawa served as Executive Fellow of the Economic Research Center at Fujitsu Research Institute from April 2013 to March 2020. He then joined the Tokyo Foundation for Policy Research as a Senior Fellow, serving from May 2020 to March 2025. With decades of experience analysing economic policy and market conditions, he equips audiences with clear, informed perspectives on monetary strategy, economic reform and Japan’s role in the wider international landscape.

Hayakawa is a highly regarded commentator on monetary economics and unconventional policy. His publications include Misunderstandings of Monetary Policy (Keio University Press), which received the Economist Award in 2016, Negative Interest Rate Policy (co-author, Nikkei Business Publications, 2016), and Economic Analysis of Ultra Monetary Easing of Kuroda’ BOJ (co-author, Nikkei Business Publications, 2018).
