Jacob Turner's Biography

Jacob Turner is a barrister at Fountain Court Chambers, writer and speaker. He is the author of Robot Rules: Regulating Artificial Intelligence – a book on why AI is unique, what problems it can cause and how we can solve them.

Robot Rules has been described by Lord Neuberger (former President of the UK Supreme Court) as “a very timely, thought-provoking and significant book” and by Lord Clement-Jones (Chair of the UK All Party Parliamentary Group on AI) as “superb”. Jacob’s work on the governance of AI has been covered in publications such as The Economist, Wired, The Spectator, The Telegraph, Al Jazeera, and the Singapore Law Gazette.

Jacob has spoken around the world on the ethics and governance of AI. He has addressed the Chinese Government and Military on AI and national security at the invitation of the UN, and given seminars on regulating AI to the judiciaries of Singapore and Dubai. Jacob has lectured at universities including Oxford, Cambridge, NYU, McGill, Shanghai Maritime University, Singapore Management University and the Max Planck Institute in Hamburg. Jacob has also delivered speeches at the UN Human Rights Council in Geneva and UNESCO in Paris.

Jacob has been described in Legal 500 as “the leading barrister in the AI space” and listed by Chambers and Partners as a Global Market Leader in AI. In 2025 he was named in The Lawyer’s Hot 100. He has acted in some of the world’s most significant AI-related cases, including an appeal on AI inventorship in the UK Supreme Court, and is currently representing the UK music industry in a copyright claim against an AI Deepfake company. He is a joint author of the UK Jurisdiction Taskforce Legal Statement on AI Harms, due to be published in 2026. Jacob has advised several sovereigns on AI regulation, including the UK Government.
