Christian Noyer's Biography

Mr. Christian Noyer serves as an Honorary Governor of the Banque de France.

Previously, Mr. Noyer served as the Chairman of; General Council and Member of General Council of Banque de France, Bank For International Settlements and the Monetary Policy Council. He is a member of the Monetary Policy Council at Banque de France. He was a Governor at Banque de France.

In 1974, following his military service as an officer in the Navy, he entered the École nationale d’administration (ENA). Appointed to the Treasury in the Ministry of the Economy and Finance in 1976, he subsequently spent two years in Brussels from 1980 to 1982 at France’s permanent representation to the European Communities.

Back at the Treasury, he held a range of posts dealing with both domestic issues (government cash and debt management, banking affairs, financing of industry and state-owned enterprises) and international affairs (multilateral issues, export financing). Mr. Noyer held a number of positions before serving as Head/Director of the Treasury, Chief of Staff of the Minister of Economic Affairs and Finance and Director at the Ministry for Economic Affairs, Finance and Industry.

Other posts held include Advisor to Edouard Balladur, then Minister of Finance, and Chief of Staff for two other Ministers of Finance, Edmond Alphandéry and Jean Arthuis. He served as Vice President of the European Central Bank and is currently Chairman of the “Autorité de contrôle prudential et de résolution” (ACPR), the Banking Mediation Committee and the Observatory for Payment Card Security.

Christian also Chairs The Supervisory Boards of the Institut d’émission des départements d’Outre-Mer (IEDOM – the French overseas departments note-issuing bank) and the Institut d’émission d’Outre-Mer (IEOM – the French overseas note-issuing bank). He has been a Director of Power Corporation of Canada since May 13, 2016. He serves as a Director of Paris Europlace.

He served as a Member of the Supervisory Board at Caisse des Dépôts et Consignations. He served as a Director of Bank For International Settlements and was a Member of The Boards of many partially state-owned companies as a representative of the French government, including Suez S.A., Société Générale S.A., Le Crédit Lyonnais S.A., Le Groupe des Assurances Nationales, Dassault Aviation S.A., Pechiney S.A., Air France and Électricité de France S.A.

He served as a Member of the Financial Stability Board, a Member of the Governing Council and General Council of the European Central Bank, Chairman of Bank for International Settlements. Christian has been awarded the honours of Commandeur de la Légion d’Honneur and Commandeur des Arts et des Lettres in France, Commander of the National Order of the Lion in Senegal, Great Cross of the Ordén del Merito Civil in Spain and Officier de l’Ordre National de la Valeur in Cameroon.

Mr. Noyer studied law in Rennes and Paris and subsequently graduated from the Institut d’études politiques de Paris.
